The expenses of the elders Expenses and
ministers of the Word and Sacrament
attending governing
bodies (Presbyteries and
Sub-Synods), ordinarily shall be paid
either by the governing body which elects
them or by
the governing body where
they are a board
member, delegate, or
commissioner. This can be
paid out of Per Capita Funds. The
expenses incurred must be reasonable
and for
the stated purpose. The
expenses of the Commissioners
who are elected by their respective
Presbyteries or Sub-Synods
to attend, as Commissioners to
meetings of their Primary Synod,
and/or to their Primary Synod's Primary
Synod General Session, (Auburn
or Westminster),
shall be paid with Per Capita Funds. The
General Assembly shall pay
the expenses of commissioners
who are elected by their
Presbyteries to attend the meetings
of the General Assembly.

and their Presbyteries shall participate
through its representatives, in the
planning and the administration of the
next higher body.
b. The Primary Synods (Westminster and
Auburn), their Sub-Synods, and
their Presbyteries, shall consult
through appropriate representatives
with their governing bodies below and above concerning
mission priorities, program,
and budgeting, the
establishment of administrative staff
positions, equitable compensation,
personnel policies, and fair
employment practices
c. Each Primary Synod (Auburn
and Westminster), their Sub-Synod's, and
their Presbyteries shall recruit, train,
and employ its staff in accordance
with the principles of affirmative
action.
d. The Primary Synods (Westminster
and Auburn), their Sub-Synods, and
their Presbyteries, shall prepare a budget
for their operating expenses, including
administrative personnel and may
fund it with a Per Capita Apportionment
among the particular churches within
its bounds. Each Presbytery shall
be responsible for raising
their own Per Capita
Funds, and for raising and providing
timely transmission of Per Capita
Funds to their respective Sub-Synod,
and their Primary Synod (Auburn or
Westminster). A portion, (30%),
shall be sent to fund the General
Assembly, and its activities.
The Presbyteries may direct Per Capita apportionments
to the sessions
of the churches within their bounds.

The Primary Synods (Westminster Manual of
and Auburn), their Sub-Synods, Operations and
their Presbyteries shall, develop
a manual of administrative
operations, in accordance with
their Primary Synods (Auburn
or Westminster) administrative
operating procedures.

and all other official Ownership of records of church Sessions, Records
Presbyteries, Sub-Synods,
and of the Primary Synods
(Westminster and Auburn),
and of the General Assembly are
the property in perpetuity
of said governing bodies or
their legal successors. When
congregations are dissolved
their records are held for them
by their Presbytery which is aligned
with the same Primary
Synod as the congregation
(Westminster or Auburn). All
minutes and other official
records of existing and
dissolved Presbyteries
that are no longer required
for frequent reference, are to
be deposited with the Department
of History or in a temperature and
humidity controlled
environment of a seminary
of the Presbyterian Church (U.S.A.)..
It is the responsibility of
the Stated Clerks of each of
the Primary Synods (Auburn
or Westminster) to make
recommendations to that
governing body for the permanent safekeeping
of that governing
body's records. All governing bodies
are strongly encouraged
to microfilm their official
records
